Finding sustainable solutions to provide job opportunities in the public and private sectors, and achieving integration and alignment between education outcomes and the labor market needs.
This initiative aims to enable key economic sectors to contribute to providing employment opportunities for Omanis. This will be achieved through the formation of a dedicated committee for each sector, which includes representatives from both the public and private sectors. These committees will work towards achieving the employment targets set by Oman Vision 2040 for each economic sector. The committees are equipped with human and technical resources to ensure the achievement of their objectives. This initiative emphasizes the pivotal role these committees can play in supporting the employment system and providing job opportunities, given their in-depth knowledge of the sector, aligned with the efforts and initiatives overseen by the Ministry of Labor.
An interactive online platform developed in accordance with the best technical practices. It classifies and analyses labor market data and provides a comprehensive dashboard for education and labor market data. The platform also enables beneficiaries to access detailed information about students at various stages and academic programs, in addition to comprehensive details about human resources in both the public and private sectors, as well as data related to job seekers. The platform's services have been made available to decision-makers, with the platform being delivered and specialists trained in a number of government and private sector units.
In line with the developments and trends of employment in global markets, the initiative aims to provide an attractive environment and social protection for professionals and entrepreneurs who choose freelancing. In October 2022, a comprehensive scheme to support self-employment was unveiled, and assistance was given to various Omani self-employment platforms that offer services to self-employed people. Additionally, specialized social media channels have been set up to encourage and promote the self-employment culture among young Omani people.
The initiative aims to develop the career guidance system in the Sultanate of Oman, considering it one of the key pillars for achieving integration between educational outcomes and the actual needs of the labor market. The platform was launched in July 2023 and now offers guidance services on education and the labor market according to the highest global standards. It also pays special attention to the development of future skills as outlined in the Omani National Framework for Future Skills. A partnership was established with a global platform specializing in training and qualification to offer specialized training and development programs to beneficiaries of the platform's services.
The extrapolation and analysis of data related to education and the labor market are considered among the key pillars of the development plans in the National Employment Program. According to annual plans, a series of in-depth analytical studies are conducted on the school and higher education sectors, as well as the value chains in the main economic sectors. In addition, studies are conducted on the demographic composition of the labor market and job seekers. These studies serve as an important reference for the development plans adopted by all sectors and committees involved in the development of the employment system.
To strengthen the efforts made in building capacities, training and qualification programs are being developed for job seekers in collaboration with partners in both the public and private sectors. These programs contribute to bridging the gap for job seekers to access various job opportunities in diverse sectors such as tourism, technology, food industries, health, and education. The training programs are distributed to include employment-linked training or training for freelancing. Examples of these programs include enrolling 1,200 trainees in specialized fields needed by the labor market at the vocational colleges affiliated with the Ministry of Higher Education, Research and Innovation, in addition to the light maintenance program, which was planned and implemented to encourage youth to engage in freelancing. This program is offered by one of the specialized Omani freelance platforms in this field.
